How to Arrange Your Documentation


Being up to date with all documentation (updated) is essential to participate in the government social programs, to issue new documents and to have many rights.

A) PLACE TO ISSUE THE DOCUMENTATION IN CASE OF IMMIGRATION AND REFUGE

The first step when entering Brazil is going to the Federal Police Department/ Immigration Control, there you have to make a entry registration and then ask for a protocol of Refugee claim and/or visa application:

  • Upon arrival in Brazil, the refugee claimant must complete a form at SISCONARE and attend a federal police (PF) unit to complete the claim. In the PF, migrants must request the Protocol of Refugee Claim and the provisional document of National migratory Registry (DPRNM). These two documents should be kept properly, since they guarantee migrants their rights in Brazil.


Right in João Pessoa, at the Mall "Shopping Manaíra), works a "Casa da Cidadania" (citizenship house), in which you can issue documents and can have access to some social assistance rights, there is also a Federal Police Station, which deals with passport issues and migration regulation. Preparing for interview when claiming for refugee:

  • It is important that the refugee claimant organize their story clearly before the interview, they can even take notes to consult during the questions. The more organized this record is, and the more documents there are to prove the facts, the better. The video informs about the issues and questions that may be asked in the interview. The interview is individual and will be conducted by a CONARE representative, the eligibility officer. It is important that the mobile phone is turned off during the interview, which will be recorded. All information given in the refuge application process is confidential. Applicants may feel safe telling their story to the eligibility officer. The questions may be, for example: what was your life like in your home country? Do you belong to an ethnic community? Were you in paid employment? Did you do military service? Have you ever been arrested? When and how did you come to Brazil? Did your relatives come along? Did you suffer persecution? How did it happen and how did it affect you? The most important information is related to what the refugee experienced in their country and the reasons that led them to leave it. Request CPF, request RNE, submit CTPS

  • After the interview, the case will be submitted to the deliberation of CONARE. Then the claimant will be notified about the decision, which is sent to the Federal Police. In case the application is accepted, the refugee will have a permission to live in Brazil for undetermined time, as long as they attend a Federal Police Unit and obtain the National migratory Registry (CRM)card. If the application has not been accepted, it is possible that the person, within 15 days, will file an appeal with the Federal Police. Depending on the case, there are other possibilities of migratory regularization available, such as the application for a residence permit in Brazil. It is important to mention that if you have obtained a refugee status, there is a possibility that such a status will be extended to relatives (issuance of a visa for “family reunion”). B) WHERE CAN I ISSUE THE OTHER DOCUMENTS THAT WILL BE NEEDED?

Most of the additional documents can be made in the Casa da Cidadania. In addition to this one, which operates in Shopping Manaíra (in the same place as the Immigration Police Station of the Federal Police), there are other Casas da Cidadania in João Pessoa that provide various social services, registration to programs of the government etc., but some do not provide the Federal Police Service.

C) OPENING A BANK ACCOUNT

It is also recommended that the immigrant/refugee, in addition to the documents, also have a bank account in case of receiving some payments. It is suggested to create the bank account if you get "Bolsa Família" or when you get a job, for instance. In this situation, it is recommended to check whether they require the account to be opened in a specific bank.


Be aware when opening an account to not take any offer you will receive at the bank, such as various types of accounts, additional products and services, credit card, and more. These services usually have tariffs, additional fees and can be charged monthly even if you do not use such additional products or services, thus becoming an unnecessary expense.


To avoid it, if your account is to receive a salary, open only a salary account, which is more in terms of tariffs, in case of opening an account to receive some financial assistance, it will be better to use it only for this specific purpose. Be aware to always ask for an account that has no cost and not just an account that is free of costs just during a certain time (grace period) and then you have to pay the fees.

There are several types of banks in Brazil. Caixa Econômica Federal is a public financial institution of the Federal Government. Caixa stands out in the management of payments like grants and assistance, for this, it has the so-called digital accounts.

Banco do Brasil is a mixed economy, it also belongs, for the most part, to the Federal Government. Even though they are public banks, they tend to charge fees if it is not well cleared up when hiring.

Also, there are credit unions, which are cooperative institutions that charge a monthly fee, but this fee is to the capital account, which is returned to the person when they disassociates from the cooperative.

Some of the main credit union systems in Paraíba are Sicredi, Sicoob, Unicred and Cresol.


The rest of the banks are private and tend to charge fees and charges, although many offer some grace period. Some also offer some account types with no fees.


Fintechs, for instace, are trending in Brazil, which are digital banks, without physical headquarters, that make all the relationship with customers through digital means. Most of these fintech have stood out for having lower fees. However, to get into touch with fintech is only possible through internet or telephone, as they do not have physical units.

Another option is the financial ones. These are not banks, but they offer many services. But be very careful, because even if it may seem advantageous, it is not always an actual advantage. It is important to seek more information and opinions.


There are also those who make informal loans and for this they ask for a check or installment on a credit card. Beware of these practices, as you may be a victim of the so-called agiotagem (loan sharking) which is a crime. Therefore, avoid loan sharks.


About credit cards, all banks, credit unions or fintechs offer it. Big companies, retailers and wholesalers also have their own credit cards that they offer to the customer. Note that some charge fees, and others do not.

It must be negotiated at the time of acquisition. Pay attention to the interest rates that banks, cooperatives or fintechs charge your credit card. Look for the one that charges the least, because if one day you delay a payment you can have a big problem with charging abusive interest.

And if you can no longer pay, companies usually register the person's name in Serasa and SPC, or in the Central Bank, it is called “getting the name dirty" in Brazil. In this situation, all the next credit operations will be denied.

If you need to pay any bills and you still do not have a bank account, you will receive a ticket. To pay it, you have to go to a bank, wait in the queue till your time to go to the cashier come and then pay it. If you want, you can also go to a lottery or post office, in which many payments are done. Preferably do it yourself. Avoid giving money to others.
